The title jumping is an act that the dealer does when they sell the vehicle without registering it in your name. This jumping occurs when the vehicle is sold from one buyer to another without any changes in the record.
 
This was primarily done to avoid paying the taxes and skip the entire title process. If your seller forgot to sign the title, it is an illegal transaction, and you must contact an attorney immediately.
