Great FAQ, answers a lot of my initial doubts.

PSO2AH offers a fast way for players to buy cheap and safe PSO2 Meseta on Xbox/PC/PS/Mobile, all transactions of Phantasy Star Online 2 Products go smoothly and reliably.
Gosh, this seems so complex. On the 1 hand, kudos for keeping the original game intact so there won't be a riot over fluctuations people don't like. However on the flip side, since they are remaking base PSO2 visuals anyway, I wish they'd only go 100 percent and synchronize personality models completely. Giving old players some free fashion items and unlocks would be enough to bribe everyone to accept the new system.

Synchronizing 100% character models does not seem simple. The dilemma is that the old outfits and coating use are modeled to fit the older pso2 body. To be able to synchronize it, they would have to recreate from scratch (haha pun) 8 years of cosmetics. That is unlikely to happen. I mean that I would be willing to shed a certain proportion of these makeup to keep things intact around variations. As long as there's a steady feed of cool new stuff to replace it, I do not mind. I always rotate out my old appearances anyway. Provided that the character versions translate 1:1 it'll still feel just like mine.

I would imagine a large complication to this involves a great deal of the cosmetics from the Japanese side of things which were exclusive to collaborations, promotional events, and events which no longer exist. The example I can think of is the Dragon Hunter Frontier Z collaboration where I can imagine the clothing and weapons could definitely be provided a visual upgrade together with everything else but that I don't exactly understand how the licensing or how the lawful side of the cooperation functions where I'd wish it was as simple as Sega going through and upgrading the assets but I do not know about just how much Capcom is involved in this procedure.

The same is applicable to collaborations such as the Final Fantasy XIV collaboration with Odin (which exists as far as I know) where I don't understand just how much Square Enix is involved that for Sega to be able to update assets there. When it was purely just Phantasy Star-related items (like character outfits, cameos from different games, or other Sega-related possessions ) I could imagine that this likely would have been done, or would be carried out. But in the worldwide variant we don't have the existence of Cougar NX therefore that I don't know if there are other complications regarding Sega's properties which may also contribute to not upgrading everything they can within reason.

I can imagine that likely out there we'll still see somebody wearing those older collaboration things even if they are not rigged up to the same criteria as new makeup in a similar way and that there definitely would have been outrage if it had been made obsolete or unusable. Collabs that have experienced their cosmetics removed nevertheless have their resources exist on the game so those will likely still be accessible for jp players.

Only improvements we'll probably see is the new engine enhancing shadows, shadows, colors, particle effects and projecting them against the outfits. You may have a look how just implementing better shadows and colours can enhance older equipment by assessing ReShade screenshots.
