SEA peep here. Not really play PSO2SEA but I did play with A LOT of matches in SEA release. Maintaining service through a localizer (distributor), but backslash of the distributor be able to alter the sport itself or stray afar in the initial maintaining plan from mom company (in this instance SEGA). Many games come and go only due to bad maintaining and being exploited. With Sream being a thing since quite some time (actually steam slowly became an essential thing in around PSO2SEA launch, the growth of MOBA such as Dota2 and LoL was a thing), many problems of localizer were flipped out, such as manipulating value (PSO2, when enemy dealt more dmg and assume to be) to unjust monetization (many, such as Garena in exchanging RP speed in local currencies, also for PSO2 was costume items and unite outfit). All of it are a sort of handling and maintening the sport. Honestly, not much game stayed over 5-7 years with such absence of honesty and non transparency of this localizers, and their approach back then (at least in my state ) was type of instant-ramen of purchasing permit, using it in few years for quick buck then discarding it. There are some poblishers/localizers did really good job, especially Mihoyo or even YoStar, but that's for cellular market and that is sort of afterwards with greater standard when gamers started caring about such and transparency.

Their fear is quite legitimate, of contents being altered too much like oriental (SEA) launch, but he does need to see the reason of why it failed in a wider view, not simply only PSO2's instance. "We noticed a great deal of players say they've been waiting eight long years with this launch. [laughs] So we were really happy about that."

SEGA did not just wait to bring PSO2 into the west. Keep in mind that there were plans to localize the match early on, but for one reason or another the job was scrapped until recently. The pso2.com page was busy as early as 2012, revealing teasers and other information on the game with a big"COMING SOON" plastered on the webpage. SEGA announced plans to localize PSO2 just days following the JP launch, expecting to start in 2013. The page had no updates whatsoever and was eventually taken down late 2017. Come last year, all of a sudden SEGA admits PSO2 coming to the west onto Microsoft's platform. With a bit of digging, we can piece together what may have happened.

Hosting and making an MMO isn't affordable. Even if the dev work is currently done, you still need to get a translation group, customer supportservers and servers to sponsor the game. What happened to SEGA that they had to cut funding for the localization job? The company to purchase Atlus was none apart from SEGA. Even with the company being held alfoat by SEGA, the business required to make revenue. Cue the milking of popular titles Persona 4 and 3. Regardless of what actually happened, we could see that SEGA has otherwise been on a downward trend financially over the past decade. You can take a look at the published financial reports for yourself. While PSO2 has been among the most successful titles, it does not cost as much to keep it in JP compared to hiring a new team and establishing new infrastructure to receive it localized. It would be a huge threat for SEGA to try and force the game to the west. The need exists, but with all these foreigners already playing on the JP servers, SEGA may have been and decided it wasn't necessary to try and make that drive. The failure of the SEA server didn't help with this choice, even if the trigger falls upon Asiasoft's poor handling of this game.
