Completionist Capes are all over the place and the most common reaction to quests is "2 hours to return my rip". They hurry through the quests without ever really understanding the content. They will definitely not vote in a poll on the release of more quests. Therefore, I believe that the polling method may not be a good idea. I think that less quests and higher quality is what it should be. And right now they're delivering in the less quests area just fine, however the quality of the content isn't all that great.
The lack of quests is a major issue for me. In truth, I'm unable to name more than 3 quests released in 2013 (there might be more, but I'm I'm not sure). It seems to me that there is an overall absence of new content. It's true that the RS3 team's development team is tens times larger than Old School Runescape. However they seem to create a similar number of content, minus treasure hunter content. Although RS3 content is more complex and takes longer to develop, it's still disappointing. You can just imagine what they did during the nine months of 2004.
Runescape 2, released. Morytania (up to Port Phasmatys & Mort'ton i believe) released. Tiranwwn is released (elf lands). Kharidian desert grew significantly. Relekka Etceteria Etceteria, Miscellania and Lighthouse were released (and all of north of the Council bridge). Runecrafting skill. Burthorpe, Troll Areas made available. There are numerous quests that relate to this.
In 2005, Slayer was released in 2005. This was all done with a smaller development team than today's. While I can understand that it's harder to release updates now that include textures, and all of that, more quests or updates would certainly be appreciated.
