It can be. Technical writing can be described as drafting technical communications about technical fields of work, such as engineering, chemistry, computer hardware & software and finance, etcetera. A technical writer should possess excellent knowledge of the industry he/she is working in. Subject matter and jargon used must be used in a way that shows you know what you want, and how to deliver it.
